Each function operates as its own legal entity. A failure in one service provider doesn't cascade to the rest of the park.
Outside partners can invest in or joint-venture a specific subsidiary -- a terrestrial utility into Power Services, for example -- without exposure to the whole operation.
Clear agreements between the Operator and each Service Provider. Minimum-guarantee to merchant evolution, enabling market-driven pricing as the park scales.
